I just came across this collection of information about public trails - how to create them, legal considerations, popularity of different types, and much more. It was done by Headwaters Economics, based in Bozeman, Montana.

If you are working with a group trying to decide how to invite people into a natural area, it might have just what you need. The library is searchable by type of benefit, use and region.
