On 4th May, a lightning strike to an in-ground communications cable disabled the Australian 000 emergency services (dial 000 for emergency relief in Australia). The telephone company had a back-up contingency system, but that also failed. As a result, at least one emergency resulted in injuries which were worse than they would have been if the emergency service call had been successful. It was a case of a complicated system being bedevilled by too many faults in more than one sector.

The important cable box was buried on a country road in an out-of-the-way rural area many miles from any metropolitan city, but due to its devastation, it caused communications failures on various computer servers in 5 out of 6 states of Australia, including the 000 emergency services phone lines, and also traffic lights at Victorian intersections.

The interesting thing here (apart from a complete balls-up by our major telephone and communications provider) are the astrological influences at the moment, which can cause disruption, with the quality of "out of the blue" or "as lightning strikes".

When one is not working, services are redirected to the other two, except this time something went wrong.

Telstra CEO Andy Penn said the lightning strike not only affected one of the three "links" but also a router which is responsible for redirecting calls to the other two.

Telstra believes lightning struck the cable pit in the NSW central-west about 2am on Friday, which resulted in “intermittent” issues with calls to emergency services in NSW, Victoria, Western Australia, South Australia and Tasmania.

The cable, which is one of three major fibre links across the nation, was restored just before midday and services have returned to normal, Telstra chief executive Andy Penn said.

“We have three major links around the country, the services basically failover to the other two,” he told reporters in Melbourne on Friday. But, he explained, a fault in the network’s routers caused some calls to emergency services to drop out instead of being transferred. “We’re all very concerned to ensure the emergency services system works and is there for the community,” Mr Penn said, adding the router glitch was being patched.

“There is redundancy and resilience built into that system but the sequence of events has had an impact on some services.” The incident has raised serious concerns about the reliability of the triple- zero service, with Federal Communications Minister Mitch Fifield asking his department for a report.
