Part 5 describes the history of presidential attention to national security and critical infrastructure. Typical infrastructure includes bridges, dams, power plants, electric generation (I learned about that first hand in February), and the like. However, it was expanded to include election security in 2017. You need to read the article to clearly understand how that was put into play and by whom. Then you need to focus on the next part about who can serve on committees and under what circumstances. Mind blowing! Patel Patriot's comment sums it up succinctly.
